Our meeting was again well attended and we hope we are able to sustain our increased attendance throughout the year.

Clarification: In the February newsletter, it was reported that the County of Los Angeles did $1.3 billion in purchases. Joe Sandovol was kind enough to point out that I was not totally correct in that statement. Quoting from Joe's e-mail "…..the $1.3 billion is actually what I do in direct Pos (spot purchases) per year., and are exclusive of the 870 commodity agreements which are probably valued at 3-4 times that amount…." Thanks to Joe for the clarification.

We do want to be as accurate as possible. Hopefully Joe will be with us for our meeting next month

The meeting opened with an abbreviated presentation by Peter Foley of U.S. Communities, outlining the purpose of U.S. Communities, who their lead agencies are, and what it takes to be a lead agency.

Also in attendance was Leland Stanford of Office Depot, who has proven to be a very good agency for U.S. Communities.

Also attending was Trina Hagaman and Michael Hargrove of GTSI. They are an IT company for government. Carry a wide array of products. Their Website is GTSI.com




 

 

 

 

 

 

 






NEWS NEEDED AND SHARED

Bill Gellman-City of Brea-Bill will be replacing the copy machines throughout the city. Discussion was varied as to the "best" make of machine and the way to structure the cost of the lease. Seems that the more preferred way is to do a cost per copy type of lease, as it is more equitable in spreading the costs among the various departments. Heavy usage departments will pay more; lighter usage departments will pay less. Next Bill approached the issue of bid bonds. It was decided that there seemed to be some "definition overlap" between the terms bid bond and performance bond. It was pointed out that it is important to know how much of a project is at risk at any one time to prevent bonding the entire project when possibly only 25% of the project is at risk at any one time.

Lastly, Bill's fuel contract has expired and needs to get a new contract, vendor to be determined. Bill would like to piggyback on an existing contract if anyone has good one to share. Tracy Hamilton mentioned that Irvine piggybacks on to the San Bernardino contract.

Kathleen Hodges-City of Torrance, has a need to put alarms in their 40 some schools, wants a system that will be monitored, as opposed to just an alarm that just goes off. Does anyone have a good vendor they can recommend?

John Anderson-City of Manhattan Beach. In the next couple of months he will be bidding a Police/Fire Department facility. Mentioned that his city uses 3-wheeled vehicles for their parking enforcement. He was able to purchase the vehicles out of state and saved about $1000.00 per vehicle. He presently has a p-card program in place and is satisfied with the vendor. Give John a call for details.

Marc Monforte-LAUSD. The school district is going to do their own parking enforcement, besides purchasing approximately 24 vehicles, the district also needs to bid both towing and impound services. If anyone can recommend a vendor, please contact Marc.

Marc recently held an on line auction for electricity and the whole process was quite interesting. The auction was "managed" by a firm in San Francisco. Contact Marc for details if this is something you may be considering. Marc and the MTA will be joint bidding on fuel next year.

Kristy Shadle-City of Burbank. They will be bidding their fuel needs, want to see if they can do better than the piggyback opportunities that are available.

Felice Fromm-City of Torrance. The city has mixed feeling on bidding their vehicles as opposed to just negotiating directly with the vendor. She will be going to bid for both health insurance and banking services.

Nancy Pickard-City of Fullerton. She has a bid for a diesel powered sewer vehicle. She also just recently sold a fire truck on line.

Beverly Carr-City of Inglewood. Her city is looking at redoing their policies and procedures for the purchasing department. If anyone can share his or her policies and procedures, please contact Beverly. Inglewood is also looking at their p-card program.

Cynthia Duprey-City of South Gate-Rodents-big ones, in the police department. Anyone recommend a good exterminator please contact Cynthia.

Tracy Hamilton-City of Irvine. Looking for a temporary buyer with IFAS experience for approximately 5 months. Tracy also mentioned that Irvine has recently gone to bid for banking services.

Jana Vandenburg-City of Long Beach. Long Beach is going to re-examine their p-card program. The Long Beach purchasing department was the subject of an internal audit. The findings were that when a department did not use the services of the purchasing department, they paid approximately 25% more!!

Mike Hunter-City of Lakewood. The elections are over and the city has 2 new council members (40% of the council.) Things should get back to business as usual very shortly.
