NEEDED AND SHARED
Our
thoughts are with Mike Hunter and his family at this
time as Mike suffered a brain aneurism in late July
and has been in a coma since that time. Mike will
be moved from Long Beach Memorial Hospital to a long
term care facility soon. I'm sure all members will
keep Mike and his family in their thoughts.
Bill
Gellman led the meeting and opened with information
on an upcoming meeting. In November, Steve Anthony
from Sempra Utilities will speak to the group regarding
fuel pricing. Bill shared 4 newspaper articles:

An article commenting on the national effect from
Katrina being less severe than expected unless
petroleum sites are badly damaged |
| 2.
Another entitled "Kyoto crowd exploiting Katrina"
explaining the Kyoto Protocol to require massive
cutbacks in energy use |
| 3.
An article regarding the price of gas |
| 4.
A final article on your FICO score Bill also created
a list of items that he anticipates will have
cost increases because of Katrina. |
The
group discussed the list and added a few more commodities.
The list is attached for review. Richard Hogate commented
on getting a second procurement card strictly for
use in the EOC. He also maintains a vendor list on
CD that would be available in an emergency.

Roundtable:
Christine
Roberto mentioned that they are dealing with a lot
of sudden vacancies in their department.
Nancy
Pickard talked about filling a position that split
between Central Services/Reprographics and water meter
reading.
Felice
Fromm commented that they have been receiving the
rest of the Cal Cards so that all departments will
have them. Her pilot program has been completed and
her division no longer processes purchases under $1000.
Cynthia
Duprey announced South Gate's annual vendor fair.
It will be held September 28 at South Gate park. They
anticipate having approximately 75 vendors and 300-400
attendees. She also mentioned that she received a
letter regarding the Sprint/Nextel merger and how
that may affect cell sites in South Gate. She is requesting
a study and is trying to be proactive so that cell
sites they need are not eliminated.
Richard
Hogate is preparing an RFP for auction services and
will add a cooperative clause. Richard also passed
out the first draft of the LAMPPAC letterhead. The
letterhead will be finalized in November.
Tracy
Hamilton explained that they are currently issuing
blanket POs with no expiration dates so they don't
have to be reissued frequently. She also commented
that they are going live with Planet Bids in about
a month. She hosted the last Orange County CAPPO meeting
and had a guest speaker that talked about prevailing
wage laws. Tracy also posed a question to the group
asking how sole source contracts were handled by different
agencies. She approves them in Irvine as the Purchasing
Manager. Most other agencies agreed they do they same
up to the limit where it has to go to council.
Lastly
Tracy commented that the El Toro Airport idea was
defeated within the city and a new park (Great Park)
is being built.
Bill
Gellman is part of a group within his city that is
looking to replace the current CAR RMS system. He
is spending a lot of time on this issue.
