NEWS NEEDED AND SHARED

Kathleen Hodge opened up the meeting and introduced the guest speaker(s) she invited.

Mr. Khanh Bach's comments included the following highlights:

Electronic waste is the fastest growing segment of the U.S. waste stream.
56% of US households have operable E-products they no longer use
Only 20% of E-Waste is currently being 'properly' disposed/or recycled.
Federal E-Waste reform includes an up-front/advance payment program in which the consumer pays for the recycling of monitors and televisions based on size at the time of purchase.
State E-Waste reform included:

o 2003 - Senate Bill 20 - Electronic Recycling Act
o 2005 - Senate Bill 50 - Electronic Recycling Act with further regulations
o Various large corporations joined in supporting electronic recycling programs

With the economic downturn in November 2007, the E-Waste market came to a halt, and in 2008, market scrap values dropped to record low levels.
Mexican and US EPA repealed two (2) glass recyclers' permits from Mexicali in October, 2009. There are NOW only two (2) glass smelters in the US, one in Oregon and one in Texas.
Greenview is a State of California certified E-Waste recycler. They:

o Are a two (2) year old company.
o Have a 70,000 sq. ft. facility § Work with electronic E-Waste
o Work with natural resources - metals, plastics, other recyclables
o E-Waste is dismantled and processed before leaving their facility.
o Have two certifications

State of California certified electronic waste (E-Waste) recycler
Inter. Org. for Std. (ISO 14001)
Truck arrives to pick up minimum one-pallet quantity of E-Waste and tracked on-line (real time) - "cyclelution".
Additional services at added cost include:


o Asset Tag removal
o Serial number registration - manifested in a report
o Hard drive destruction - shredded for security purposes
o Certificate of Data Destruction

Work with school districts/cities to assist in recycling incentive programs - (like a food or toy drive)

o Reimbursed $0.12 per pound (monitors, televisions, laptops, LCD's, plasmas)
o Reimbursed $0.16 per pound (computer systems)
o Provide banners (30) throughout the community prior to the 'Event'.
o Provide flyers to school students.
o Advertise 'event' in utility bill inserts and through local TV station announcements.
o Help to publicize event with service clubs
o Provide trucking, staffing/man power, and container boxes
o Take 45 days to pay customer for 'Community Event' activity following a verification of log sheets (spot checked).
o Customer provides:

Event site/location
Citywide influence/contacts

o Non-community events (Customer E-Waste) pickup takes 7-14 days for a check refund.
o They DO NOT pick up (white) appliances (no refrigerators, stoves, washer/dryers, or microwave ovens)

Kathleen Hodge reminded us that the June, 2010 meeting would consist of member open elections to the Board, with the retirement of Chair Margarita Lee.
§ Kathleen Hodge noted that the following 'tentative' schedule of activity/program is in place for our upcoming meetings:

May 5, 2010, State Franchise Tax Board Rep. - Sales Tax Issues.
June 2, 2010, 1) Open elections 2) Speaker - awaiting confirmation - speaker to provide lunch for group - 1pm
July 7, 2010 - No meeting (dark)
August 4, 2010, Atlas Pacific -scrap metal recycling
September 1, 2010 - Exchange vendor/supplier Lists for emergencies (flash drives to disk) as suggested by City of Norwalk
October 6, 2010 - Green Mountain Energy Company for energy (deregulation) resource
November 3, 2010 - PICS Construction Contracting - Public Works contract pre-qualification
December 1, 2010 - Annual Holiday lunch/meeting with motivational speaker at 1 pm

Jan Steese noted that her City Council is quite anxious to see every item that can be competitively bidded be bid, rather than necessarily be awarded on the basis of an award by an outside organization.
Jan Steese indicated that she has been quite busy in rebidding various contracts for their Fire Department.
Cynthia Duprey highly recommended the use of the County of Los Angeles website, as developed by Joe Sandoval. She noted that their 2009 listing of contract awards is most helpful in saving her time and efforts. The contract awards have been competitively bid and this works well for FEMA (emergency purchase) reimbursement.
Cynthia Duprey informed (surprised) us with news that she is retiring in August 2010. She highly urged members thinking of retiring in the upcoming 3-5 years to make an appointment with PERS representatives to learn much that can be of value in one's retirement planning.
Felice Fromm is actively promoting her agency bids being issued in conjunction with the Torrance Unified School District, whenever possible, to save each agency time and effort. City of Torrance is recruiting for a "Buyer' position. They have been trying to be proactive with blanket P.O. renewals.
Bill Gellman inquired into members first-hand positive or negative experience with HGAC Buy contracting - (The Houston, Galveston Area Council), an interlocal cooperation providing agencies with the ability to piggy-back on competitive bids they have initiated. The benefits and disadvantages were shared by members familiar with the program.
Marc Monforte has several contracts that he is able to share with interested members, including:

Printer contracts - Lexmark, Xerox, etc.
LCD projectors
Scanners

Michael Tate indicated that several high level director positions are currently open for recruitment due to retirements, and employees moving on to other opportunities.

Our next meeting is scheduled for May 5, 2010 at 2:00 p.m. Kathleen Hodge is attempting to lock-in the speaking services of a representative from the State Franchise Tax Board to inform us of sales tax issues.
