THE POSITION: |
Under
direction of the Finance Director, the Purchasing Officer is responsible
for managing citywide procurement and centralized storage of supplies,
materials and equipment. This
position requires not only technical proficiency but also strong management
and supervisory skills. |
|
EXAMPLES OF DUTIES: |
Duties
may include, but are not limited to, the following: Plan, organize, direct and review the delivery of purchasing and
warehousing services to city departments; instruct, review or supervise
the review of purchase requisitions for accuracy, completeness, adequacy
of description and conformance to adopted budgets and policies; coordinate
the development of bid specifications; solicit both formal and informal
bids through written and oral communication; negotiate with vendors;
participate in formal bid openings; analyze bids and make recommendations
on major purchases; coordinate with other public agencies on cooperative
purchasing programs; interpret and assist in establishing policies and
procedures related to purchasing and warehousing services; meet with
other city departments to provide assistance in the development of specifications
and to review problems and updates on developments; direct inspection
of goods and services received and the processing of damage claims; develop new sources of materials and equipment; research inventory
and other problems; oversee the maintenance of bidder lists, product
files and inventory records; meet and confer with vendors, factory representatives,
and city staff regarding purchasing activities; recommend changes in
purchasing procedures; prepare reports, memos and other correspondence;
oversee the sale, auction or disposition of surplus or obsolete items;
supervise, train and evaluate subordinate staff; and perform other related
duties as assigned. |

SALARY & BENEFITS: |
$5093 - $6191 per month (4%
increase in July 2002) plus City pays the employee’s portion of retirement
contribution (PERS 2% @ 55). Benefits
include two weeks annual vacation (three weeks after three years, four
weeks after 15 years); a $555/month cafeteria benefit plan including
medical and dental options; life, long-term disability and vision insurance
paid for the employee; 12 paid holidays; administrative leave; auto
allowance; longevity and career medical retiree benefit programs. |

DESIRABLE QUALIFICATIONS: |
Knowledge of: Principles, procedures,
and practices of purchasing and procurement; fundamental product information
relating to materials, supplies and equipment used in local government;
federal, state and municipal purchasing laws and procedures; storekeeping
and warehousing methods and practices including inventory control procedures;
commodities and market conditions and trends; principles and practices
of organization, administration, budget and personnel management; automated
purchasing and warehousing information systems; cooperative purchasing
with other municipalities and use of Internet to optimize best pricing. Ability to: Plan, organize, direct, and
supervise the centralized purchasing and warehousing operations of the
City; assign, direct, supervise, review and evaluate the work of subordinate
staff; communicate effectively, both orally and in writing; analyze,
evaluate and modify purchasing methods and procedures and recommend
improvements; interpret and explain policies and procedures relating
to city purchasing and warehousing; establish adequate inventory controls
and stock replacement procedures; prepare equipment and materials specifications
in accordance with established procedures and format; keep accurate
records; prepare oral and written reports; establish and maintain cooperative
relationships with those contacted in the course of work; train subordinate
staff. Education: Graduation from an accredited
four-year college or university with major coursework in purchasing,
business administration, public administration, marketing or a related
field. Experience: Considerable experience
in large scale governmental or commercial purchasing and warehousing
including supervisory responsibility, which demonstrates possession
of the required knowledge and abilities.
Experience within a public sector agency is highly desirable. |

LICENSE: |
Possession of a valid California drivers’ license. |

SELECTION PROCEDURE: |
